Layer 1 is the one people skip

Nobody budgets for the data foundation because it is not a compliance product. But every downstream tool inherits its gaps. If your monitoring engine cannot see counterparty data from the payments rail, your alerts will be thin and your investigators will spend their time pulling it manually. Before evaluating any vendor in layers 2 through 6, write down which fields they will need and confirm you can actually deliver them.

Layer 5 is where the cost lives

Detection engines generate alerts cheaply. Disposing of them is expensive, because it takes a trained human reading transaction history, checking KYC files, running open-source research, and writing a narrative that an examiner will later read.
