The statement then addresses the fear that has stalled more AI monitoring projects than any technical hurdle: that a pilot which outperforms the incumbent system hands examiners proof the incumbent was broken.

Model risk management is the real exam

Examiners rarely ask whether AI is allowed. They ask how the model is governed. In April 2021, the agencies issued an interagency statement and a request for information clarifying that model risk management principles apply flexibly to BSA/AML systems — scaled to the complexity and materiality of the model, not a separate compliance checklist.

In April 2026, the Federal Reserve, OCC, and FDIC replaced SR 11-7 and its 2021 BSA/AML companion statement with revised model risk management guidance (SR 26-2). The revision keeps the risk-based core: practices should scale to the organization's model risk profile and how models are used. Baseline the incumbent. Document current alert volumes, SAR conversion rates, and known coverage gaps before the pilot starts — this record is what protects the legacy system from after-the-fact deficiency claims.
Run in parallel, not in replacement. Keep the existing system of record until validation is complete.
Assign disposition ownership before go-live. Decide who works what the pilot surfaces, on what SLA.
Treat pilot output as live. Anything that meets the suspicious activity standard carries a real filing clock, pilot or not.
Write the validation plan up front, and brief your examiner or portfolio manager before deployment, not after.
